Because 100% incentivizes writing trivial tests to game the metric. 80% ensures meaningful coverage of business logic while allowing pragmatic exceptions for boilerplate and infrastructure code. “ If during a new feature the service's coverage drops below 80%, the developer can't merge into the release branch and the build will fail. It's a quality gate. It forces the developer to maintain unit test coverage.
